Alleged hypocrisy is irrelevant to the question at hand, which is: Is Russia committing genocide in Ukraine, and if so what can be done about it?

This anonymous DIA official is simply wrong about the definition of genocide. He’s making a category mistake so profound we can safely disregard his opinion.

There is in fact strong disagreement about definition of genocide among genocide experts. My question is: if you applaud Biden for using expansive definition, how can you eschew demands of UN Convention on Genocide (which require more direct intervention & regime change).

Where does the UN Convention on Genocide say that regime change is the required response to genocide?

If you say leader who causes genocide should be punished, then you are saying they need to be removed from power (since obviously if Putin remains in power he won't be punished).

Milosevic? Or do you think elections are regime change?

I think the differences between Serbia & Russia are pretty salient. It's understood that UN convention demands brisk & forceful action. That's why Clinton administration (despite far more evidence of genocide in Rwanda than Ukraine) wary of saying genocide about Rwanda.

Can you point to where, in the UN convention, regime change is required in cases of genocide? There are many other consequences, but currently the UN cannot direct an invasion without security council assent.

How do you "prevent and punish" without regime change? The convention has widely been understood to require a military intervention (Samatha Power talks about this at length in "A Problem From Hell")pic.twitter.com/9EkKLlT7z2

It doesn’t say regime change. The most obvious way to prevent Putin from completing his genocidal project in Ukraine is to do what we’re already doing: Helping Ukraine expel the invaders by supplying weapons and intel and imposing crippling sanctions.
