I think the differences between Serbia & Russia are pretty salient. It's understood that UN convention demands brisk & forceful action. That's why Clinton administration (despite far more evidence of genocide in Rwanda than Ukraine) wary of saying genocide about Rwanda.

Can you point to where, in the UN convention, regime change is required in cases of genocide? There are many other consequences, but currently the UN cannot direct an invasion without security council assent.
