It’s perfectly coherent. We’re able to stop him from committing this particular genocide, but we’re not able to remove him from power at a price anyone regards as acceptable.
There is in fact strong disagreement about definition of genocide among genocide experts. My question is: if you applaud Biden for using expansive definition, how can you eschew demands of UN Convention on Genocide (which require more direct intervention & regime change).

Where does the UN Convention on Genocide say that regime change is the required response to genocide?

If you say leader who causes genocide should be punished, then you are saying they need to be removed from power (since obviously if Putin remains in power he won't be punished).
