There is a weird disjunction between Biden's maximalist rhetoric (if you say war crimes and genocide, then only solution is regime change) and his prudent policy actions (arming Ukraine but not creating no fly zone). If you look at American public rhetoric, going back to TR & Wilson, it is usually more strident than the policy actually being implemented in order to get popular support. Here, I also see as trying to keep pressure on German & French governments not to go soft on sanctions.
