The distinction doesn't really work. Consuming raw steak/eggs can have social costs. If someone gets ill and requires medical attention, their unpaid bills can be passed on to gov't/insureds, while others needing medical care may need to wait longer while they're being treated.

Meanwhile the social cost of not wearing a mask is low, given the availability of vaccines and boosters. It isn't zero, but it's low, and it's silly to pretend that isn't true.
