I'm not sure odd is an accurate descriptor. Houses (or apts) are generally sold as part of the neighborhood. You can disagree with the approach, but the feeling doesn't come out of nowhere.

Maybe they just believe that they should have a voice wrt their own community? The one they live in? Pay taxes in? Why is this odd to you?

They should absolutely have a say in garbage collection and street paving, which takes place on common property. They should get input into factories and toxic waste dumps that may affect their property. Whether another landowner puts up an apartment complex isn't their business.

They are "buying into" the neighborhood. For example a smart home buyer knows if he's buying the cheapest house in an expensive neighborhood or an expensive house in a cheap neighborhood, etc
