In all three cases he was criticizing his own gov'ts wrongdoing, no? UK ruled Ireland, was sympathetic to Confederacy, and eager to appease Russia.

After being kicked out of most European capitals, Marx was less concerned with influencing the day to day policy in the UK than he was describing and realizing the bourgeois revolution which he foresaw on the continent. He lived half his life in England but was always an ex-pat.
