Has anyone written a good historically grounded account of how the State Department has become more hawkish than the Pentagon? It didn't used to be this way and I'm curious when the shift happened.

Yes, definitely at times. During the Cuban missile crisis, JFK had to fight off the military. But I think for much of the pst-WW2 period, State was the hawkish part of the US government.
