There's a way to handle this that's resolute without being reckless. Namely, saying "we have no intention of ever using nuclear weapons preemptively and we think Putin is smart enough not to do so either." You issue a warning without coming across like Jack D. Ripper.

unfortunately NATO has never adopted a No First Use policy, under the theory that the West's only option to defeat the Soviet Union's more numerous conventional forces would be nukes. Now… we should adopt it.
