This is alarmingly more extreme than the rhetoric USA used in Cold War (where it was often emphasized that an unfree people aren't responsible for their rulers' decisions) or the European theatre of World War II (the same). But it’s about what most Russians actually believe, not blaming all Russians. It’s not fair to blame the Russian people in general for what their government does. But it seems fair to blame the people who actually support Putin for supporting Putin.

Their access to information is limited, so they’re not as responsible as someone who lives in a totally free country. But there is still some responsibility.
