          Both are “rational “ from the perspective of internal conversations. Bush needed to be more militaristic / more money to contractors to maintain control and power within his party. Putin needed to act on Ukraine to maintain the NazBol faction in the Kremlin’s support.

          That’s a little facile, but the “common wisdo “ on Ukrainian desire to really be Russian and uninterested in statehood was an internal conversation that couldn’t be argued against without risking loss of support.

          I think it can be unwise to dismiss him as purely irrational. I think he was just working from bad information. He had already been conducted several illegal invasions/annexations, and didn't have any reason to expect this would be different.
