Not sure whether the first place I heard it in connection with was Bosnia or Iraq during the sanctions period between the Gulf wars. Either way, I think it was a Clinton administration coinage.

If it was first used in Iraq, it would have been in the GHW Bush administration. He didn't invade, which was a good idea, but he couldn't completely wimp out, Rumsfeld and Cheney would make sure of that.

Alternatively it isn't really a marketing dynamic. Its a people are generally pretty ignorant about what military conflict entails, and the risks associated. A byproduct of the US punching down since WWII.
