To put it another way, it's not clear to me how many Russians share Putin's dream of revived imperial Russia. But there is a widely shared nationalism that is bitter about 1990s humiliations, NATO, etc.

Russia could have made Ukraine an ally. But it kept screwing with it -- meddling in elections, cyber attacks, etc. It drove Ukraine west.
