      partly, sure. but it also speaks to a complete asymmetry of power between combatants. if you're operating in a country with no serious military you can just declare it and let whoever wants to get killed trying to violate it. this is not a situation like that.

      Recent wars (for both West & Russia) have been so asymmetrical that people seem to have forgotten the rules of engagement needed when peer nuclear powers face off. But military isn't so naive -- was heartened that Pentagon opening up back channels to Russian military.

          Yeah, these are the moments that all those mil to mil confabs and meetings are for. In these cases the really danger is uncertainty and miscalculation more than anything. So really critical to keep open channels of comms.

          In Ukrainian airspace, a no-fly zone if requested by Ukraine is not an act of war. It would be an act of war if the U.S. attempted to impose a no-fly zone over Russia.
