If I recall correctly, the apartment was Monica and Ross's grandmother's and it was her rent controlled rate they were paying so super grandfathered and very illegal

If NYC build new housing, enough to match demand, it wouldnt have to rely on these demented and feudalistic practices. Manhattan used to be famous for being affordable before the major downzonings since 60s.
