A third has some sympathy is a pretty weak basis to say they’re speaking to popular discontents. Two thirds of Canadians think the truckers deserve to be cleared by Trudeau’s national emergency and most are furious he didn’t do it sooner.

Popular discontents doesn't mean majority but a large number of people. A third of the population indicates popular support, just like a TV show watched by a third of the population would be described as popular.

Two thirds of the country supported Pierre Trudeau's War Powers Act in 1970. The third that didn't accept was alienated in ways that rippled for decades. It's kind of important to understand large bodies of public opinion even if they are minority.

It’s a little over-the-top to think a third of Canadians will be alienated and scarred for decades over the fate of the truckers the way a third of Canadians were scarred by the FLQ crisis.
