The difference in this case is that it is being pursued by a party currently out of power. I dare not think of how it would have played out if Trump had been re-elected. (From the way things are going in the States, I guess we'll find out in three years.)

The CIA supported the opposition but this didn't mean they "organized the strikes". This downplays the agency of local forces (including those who were among victims of the subsequent coup) and downplays the unpopularity of an administration that never gained majority support.

Though of course it was CIA's strategy to deepen the polarization by strengthening those opposition currents that wanted to give no quarter to the administration. But with a president elected with a mere 36% and a Congress in the hands of the opposition, that wasn't difficult.
