it was literally in the law in the US until only around 50 years ago. In South Africa until like 30 years ago. I think the imposed and continuing segregation led to such divergence in culture that the old debunked biological explanations morphed into culturalist ones.

The difficulty with this type of explanation revolves around the "structural needs of the status quo." One might say following Ruthie Gilmore: "capitalism requires inequality; racism enshrines it"; but then sorting out the path dependencies can't really start with racist ideas.
