it's not just an ethos. It's the social side of humans and their species. You can see it in ape groups all the time. Back in the beginning it was very important that the group didn't descend in (justified as it may) war/fighting. A divided group was easy prey.

So yes, at times of tension in a a group (what the justices and clerks are in this case) it's kinda inherently normal for a higher ranked individual to ease the tension. It might be misplaced cause humans aren't "in"nature anymore so it's not that vital but very understandable.

It used to be something humans admired cause it was a good faith gesture. It used to be that avoiding fights at all cost was something GOOD. Today ( for very valid and understandable reasons) it's been seen as stupid.But valid and understandable doesn't always mean the right way.
