It’s ironically using the phrase “the lower orders”, which Oscar Wilde used in plays like “An Ideal Husband” to show the elitism of the upper class English.
Right, what Bahktin called “double voicing” — adopting a speech style indexical of a persona in the narrated world, here the “upper middle classes,” without expressly setting it off as reported speech using e.g. quotation marks. (Not to defend this unpleasant piece of course.)
Specifically it looks like an instance of a common form of polemical voicing that attributes private thoughts to some group. So it’s not supposed to be the way the “upper middle classes” really speak, but to voice an attitude that is somehow the hidden truth of their actions.
