Every state had slaves at the time of the Constitution. It died out in half those states largely because it wasn't economical.

Between 1800 and the Civil War the bedrock of Virginia's economy shifted from tobacco (due largely to exhausted soil & mono-cropping) to slave "exports" to the South. The $ value of slaves easily outdid any other "commodity." VA joined the Confederacy to preserve this wealth.
