      I think emotional appeals could work -- would be curious to look at history of anti-drunk driving or anti-smoking campaigns, which were often highly emotional.

          I've been told by people in the advertising world who worked with some of those groups that they found the blood and guts shock adverts for drinking and driving were considered largely ineffective and they shifted to other ideas instead.

          I think I recall a super emotional-appeal ad campaign from Australia or New Zealand. There was a bit of an outcry about it a few months back. Featured an intubated patient slowly suffocating iirc.

          Or seatbelt laws (which I remember being highly contentious at the time) or even anti-littering. "Don't Mess With Texas" made it a point of pride instead of just hectoring litterers.

          Difference is that the arguments from anti-seatbelt/bike helmet, pro-DUI, pro-smoking etc lobbies while better funded were strictly based on "But Muh Freedoms" while anti-vaxxers literally claim vaccines are genocide. You can't out fearmonger them.

          The thing is that I don't think most of them really believe that anymore. Over the past 6 months I've heard less and less fear mongering about the danger the vaccines present and more and more about "muh freedoms"

          determining which ads or messages are effective is notoriously difficult but I suspect the ads that the type "old guy with a tracheotomy" ad worked not because they associated smoking with danger but because they associated it with lower class, poor and elderly people.

          (and on the other side the sort of weirdly unremarked-upon success of Hollywood basically banning smoking from most studio films, removing its positive associations with youth, beauty etc)
