One slight defense of McConnell here is that when you have a president of the opposite party you really don't have a legislative agenda in our currently politics. But this is certainly of a piece with the GOP literally not even having a platform in 2020.

Agree that this is the case in current politics, but maybe more for GOP than Dems. A striking contrast to 2018 (when Pelosi rightly emphasized health care).
