It's obvious that the filibuster can't survive behavior like this. The bigger question is can a presidential system survive it? It was a great constitution 200 years ago, but it's creaky and old. The left needs to make plans for the next convention. The right already is.

if you could remove certain things (filibuster, obviously, but others) this would be an improvement, really, except for the little problem of the possibility of different parties controlling House and Senate

In practice, I'm pretty sure this means that the US only has an actual functioning government maybe two years out of ten... which does actually match how the last thirty-odd years have gone.
