2. The post-liberal right recognizes they can't win a majority but they also realize (as liberals like

my point, though, is that winning as a minority does not make you a majority culture. instituting Orban-like policies--say, banning some gender studies programs or whatever--will not create a conservative national culture

Okay, I agree with that but I don't think goal anymore is creating majority culture. It's to use the anti-majoritarian parts of USA system (and make it even more anti-majoritarian) to govern as a minority.

in this article, it is quite clear that what the conservatives admire about orban is that he uses the power of the state to shape the culture, with the twin goals of checking the woke/left and liberal/individualism/neoliberalism more general

Right, that's the goal and I don't think they are completely unrealistic in thinking that there are resources in American system and even American culture that would make such a program work, at least for a while.
