My theory is that covid-19 responses are problematic if you speak English in the northern hemisphere without ending sentences in covid particle clearing 'eh'

Germany has a miniscule population of Africans (although the majority of those are Sub-Saharan). You cannot discuss any policy in the US without addressing the racism that permeates everything.

Actually, Germany is a Federal Republic with most local Government, including health, run by the 16 various states & city-state Governments. But they don't have Fox News, British Tabloids, Talk Radio, nor large minority groups (post-WW2 Borders & associated unpleasantness).

I would add that about 13% of the population are now descended from immigrants that came in the following waves: 1) Turks, Italians, & Greeks who came in late 50s, 60s, & 70s; 2) Eastern Europeans descended from with German ancestry 1990s; & 3) Syrians, Iraqis, & Afghans recently

Not sure which direction your question points, but just fwiw, Germany's Covid policies differ by state to a greater degree than most European countries but to a lesser degree than in US. There is also no variation here at local level, within states, like you find in much of US.
-
Yeah, I was wondering if there regional variations and local governments with different messages (which is problem in USA and, to lesser degree, Canada).
