That's not quite right either. Rooney is saying she'll by default refuse offers from *all* publishers of a particular nationality on the grounds that merely being a company of said nationality *constitutes* a prima facia "political stance" on the company's part.

It is nationality that suffices to trigger the prima facie exclusion (needless to say, she does not require that American, or Dutch, or Egyptian, companies publicly distance themselves from either apartheid in Israel or human rights violations in their own contrary)
