Why couldn’t you just continue paying bills, issue cash, in violation of statute, and make the GOP sue for an injunction directing Treasury to stop paying bills?

Why not indeed? Especially because there's a strong argument that the debt limit's unconstitutional under Section 4 of the 14th Amendment. I prefer the coin since its legality is unchallenged, but this would work too, and any GOP legal challenge would be actively harming U.S.
