Why not design administrative means tests to get the CBO score you want, and then just don't do them?

It also gets at something about administrative burden that I don’t think is discussed enough: not just how much paperwork people are asked to do but how often people are stumped by impossible questions like “how much income have you not yet earned this year?”

They're (i.e. Shor) arguing from *their own empirical evidence* that sharper means testing will make the CTC *more* popular. Maybe they're wrong, but the evidence I've seen Shor et al. present is certainly more firmly grounded and quantitative than the claim cited here.

The problem is they’re arguing from polling, not reality. If you ask people a question about means testing, they’ll generally be supportive, but that evaporates when *in reality* they’re paying for it w/taxes but aren’t eligible, while You Know Who is eligible and isn’t paying.
