Skeleton of 2,500 only functioned because of agreement signed with Taliban. If you want to stay in and fight Taliban, you'll need a lot more than 2,500 -- especially since Afghan forces have proven they can't fight. Pentagon concluded years ago the situation was "unsustainable"
