WWII was an economic conflict between industrialized nations over resources. Vietnam & Afghanistan were/are ideological conflicts. Korea was both and remains a defacto stalemate. Economic matters can be resolved once the dust settles. Ideology, not so much. Perhaps?

The bases in Germany , Japan or South Korea serve zero function within the political inner workings of those countries. Not to mention some of that presence isn't even for any military purposes anymore either. It's just bases the US can station some troops for the next adventure

For example the headquarters of Africom is in Stuttgart Germany . It's just a nice safe place to put troops in before deploying them in a war somewhere else. This does nothing for Stuttgart ittself outside maybe some boost for the local economy.

No, they don't and to expect better from them is a big mistake. This is all about winning some self-appointed cultural war. The right has lost ALL of them for decades and they are creating and latching onto smaller and even more outrageous ones to "win," in order to feel good.
