Sounds like a great way for the elite to insulate themselves off from any democratic accountability - if you only have two parties and each party has the ability to filter out candidates like the mullahs in Iran, it's not much of a democracy.

Strong parties don't insulate elite from responsibility, rather they make voting choices more clear (because you're voting for a platform, not a person). The USA weak party system makes things much more arbitrary.
