It's a bit subtextual at points, and not wholly convincing, but refuting this idea is imo the main point of the book. Surprised it hasn't been emphasized more in reviews.

That's sort of the point. My reading of that part of the book is that CIA slush funds helped bankroll vast swathes of art and culture, but, that, at the end of the day, it didn't matter all that much compared to Elvis and Hollywood and other cultural products.

Yeah - I think that the overall project of the book is to paint a picture of a lost world where art and ideas genuinely "mattered" in mass culture, as he says in the intro. But refuting the view that the CIA was pulling the strings is perhaps the key corollary to that project.
