I feel like there's a lack of imagination at work here. It's not too difficult to imagine, say, regulations on use of algorithms judging people's credit ratings.

That would be an effort to *limit* algorithm use that is unjust rather than an effort to use algorithms to deliver justice, which is what he’s talking about.

right. better algorithms can resolve injustice in a procedure meant to be just but cannot rescue the substance of a procedure which does not care about justice.

You're assuming current credit rating system is based on accuracy judgements and doesn't have implicit class bias. That might be the case but I wouldn't presume it.
