How do we differentiate "starting a crime panic" from treating a rise in homicide victimization concentrated among the most disempowered communities in our society as a policy problem worthy of discussion and analysis?

I'm not saying you're conflating the two, but I just feel like it's important not to belittle the rise in homicide rates as a substantive problem, even if it doesn't appear to be a political one.

I think a reasonable program would be to figure out why crime is rising and what can be done to get it back on a downward track. I haven't seen much of either (a few suggestions here and there).
