There are a few people who know how to use block quotes right. The late Marvin Mudrick was very good at it because he had an eye for revealing quotes. But, yes, best avoided in lesser hands.

I'd also make a distinction between general interest reviewing like TNR (where, yes, blockquotes are mistake) and small magazine reviewing (like Hudson Review) where close reading of block of text can be valuable.

I mostly agree, but sometimes what makes a passage great is the way it builds and then resolves a rhythm, and you can't get that across in shorter quotes.

Oh, absolutely, but as Laura says you really have to be super selective to get maximum effect. Quoting is a skill! (apologies for exclamation mark)
