I think he's saying that 90% of black voters vote Democratic, so by definition black Democrats are representative of the full range of demographic/personality types, while most white voters vote Republican, so white Democrats come from a narrower slice of the population.

The "most" here is still south of 60%, though, and when you factor in regional concentrations (whites heavily R in the South, less so in the N & W), it becomes more & more of a non-point.

Why would you "factor in" regional concentrations, when they're part of what makes white Democrats distinctive?

What is distinct-- that in North a small majority of whites are Democrats or that in Mississippi 90% of whites are Republicans. Surely the area with legacy of peculiar institution is that is distinct.
