It is strange to read a discussion of developing world vaccination that entirely ignores the fact that China has exported (given or sold) vaccines to some 90 countries, India (before the current outbreak) and Russia to some 70 countries. As if that does not exist.

Because of domestic considerations - “America first” has been adopted as a governing philosophy by Biden as under Trump - this may yet change because it is so repellent but up to this point, the attitude is that for the US to win others have to lose - and be seen to lose
