Start simply: 1) Do we need to have a national intelligence agency of any kind? and 2) Assuming 1=yes, what types of people do we want working there? I would rather have diverse folks there than not.

Good piece, Jeet. I would note a couple of wrinkles: 1) the very real anti-liberal pivot among CIA employees stemmed in part from resentment of Carter and Turner's "Halloween Massacre," which got blamed on "liberalism" but was arguably the inevitable post-Vietnam drawdown.
