What's the story, though? Gonzalez isn't talking to the press. And is "cops handcuff man who emerges unhurt from building where mass shooting took place, and hold him in custody until actual shooter has been identified" really radically bad police work?

I wouldn't be surprised if race played a role in how Gonzalez was treated. But at that point they had no idea who the shooter was, or if he had had accomplices. Gonzalez was the only person uninjured in the shooting. What, really, were the cops supposed to do?
