I agree with Liz that there needs to be a framework for social forgiveness & reintegration. I would dispute the "retain some continuity between their life/identity before an after the mistake." It sounds like a lot of high-minded hullabaloo where the "actually it's about prison reform" eject button can be pressed, when the issue at hand is that writers get bummed out when people don't like their writer buddies anymore. Normal people forgive people all the time!
