      You might want to factor in the fact that extreme weather events are becoming more frequent -- a trend that will continue to the rest of our lives. And a huge political faction is in denial about this fact.

      We’re bad at preparing for/addressing risks which are boring until they aren’t—and which quickly become boring again despite our adamant protestations in the moment that **this time** we will finally learn our lesson to be prepared before next time boring becomes unboring again.

      That's true in general but the specific factor at work here is that a huge political faction, paid for by vested interest, has been lying about the risks for decades, which has immensely slowed down any possibility of addressing these problems. And they are still at work.

          I think that's a massive oversimplification of the dynamic at work here. Underinvestment in insurance against unknowable and uncertain risk is characteristic of many, arguably most, democratic political systems, because voters don't reward politicians for it.
