We need more theorizing around Being Seen Like a State. Progressives are latching quite quickly onto the importance of making the state a visible actor in people’s lives on things like the stimulus, and I don’t know if we’ve really thought it though.

Yes there’s something to this. After Reaganism, Dems defensively crouched and tried to hide spending programs in convoluted ways, which created a downward spiral in popular support. Visibility and legibility is key—hopefully a lesson learned.
