Being an off the books asset for a foreign power is also not a "membership organization" sort of thing, yet we mostly manage to avoid having them get high level security clearances (as long as we don't elect them). Would similar techniques work here?

Background checks involve asking friends, neighbor, colleagues all sorts of questions. I assume it also includes all manner of social media and Google searches. If they found something that indicated a serious commitment to Q, I think that prudentially that could be enough.
