And even before that. Hayek’s The Road to Serfdom was written in the 1940s. Similarly the embryo Chicago School circle started in the 1950s around Aaron Director who was a great inspiration for Robert Bork

Yes, Offner’s book is great and shows how ex-New Dealers influenced pro-market development & urbanization in Colombia. Also, the transition was already underway but in retrospect this moment was a crucial indication of where the mixed economy was headed

When you’re looking for a neoliberal start date, “opening to China” is irrelevant. It was pure geopolitics and making the Sino-Soviet split more meaningful. China at the close of the Cultural Revolution was in many ways a basket case for geopolitical purposes.
