        Bottom line is that American stimulus only looks more generous than peer nation because USA has a much smaller welfare state to start with. If you factor in the automatic stimulus other nations have, limits of American stimulus become clear.

        The way to square this circle is to recognize that the stimulus was generous but that the US started with citizens in a much deeper hole than comparable countries because of our paltry social safety net.

        It had a generous stimulus in absolute numbers, but that funding has been asked to do double time, also playing the role of a social safety net.

        It is easy to reconcile: the U.S. has a weak general social safety net, which the pandemic-related stimulus and relief only partially offset. Also, a lot of U.S. stimulus was poorly targeted. E.g., giving checks to people who are working from home on full salary is unnecessary.

        It seems like the argument heavily involves tossing all forms of aid into one big bucket and acting like spending on stuff like PPP & aid to specific industries like farms, education, and transport has a comparable effect on outcomes for average Americans as checks or super-UI
