I don't understand the source of your confidence that Biden will not use an executive order for student loan forgiveness, since he supports the policy and has not stated any view, one way or another, on using an executive order.

You seem to assume that Biden can do something and that it will sustained as constitutional by SCOTUS. The argument for his ability do take such a drastic action is not founded on legislation that had that intent and therefore it would be an uphill battle. When I look at

as a historian and generalist (and someone with 60k in federal loans), it hardly seems to match the separation of powers outlined in the Constitution where the power of the purse begins in the legislative branch.
