Oh, cool, just one of those constitutional amendments then. Should be done by the new year. And republicans love non-partisan commissions maybe doing things republicans don’t like. Like approving pardons proposed by a dem President.

In Brazil, presidential pardons are not directed to specific persons, but rather to specific conditions: everybody that meets those each year will be pardoned. E.g., in 2012, mothers of young children had their sentenced commuted, among others. It's still occasionally polemic.
