Eugenics was a obsession of post-war Campbellian "hard" sci-fi but in Dune it's pretty clear that the idea of controlling bloodlines is being critiqued: the "superman" produced ends up overturning all the plans (and, in sequels, is explicitly a Hitler figure).

Are we talking about Paul? He becomes evil in later novels? Because that’s not clear from Lynch’s adaptation at all.

My understanding is that the forthcoming Dune adaptation from Villeneuve is clear about the stuff Lynch ignored/glosses over (Paul's authoritarianism, the cynical co-option of the Freeman's culture & derailment of their organic revolution)
