It makes no sense anyway. I distrust any survey that seeks to generalize based on the European experience alone. But in any case, European countries that handled the 1st wave of the pandemic well don't seem to be doing well at all in this second wave.

Yeah, like I said I don't know if it'll hold up after current surge. But it's worth thinking about how states and societies learn from trauma.
